If you are not rich, then do not worry so much about the floors. Concrete floors in garages are the norm and they tend to work best. You can worry about putting a protective coating on it later. Structural factors matter a lot more than that. It is also typically more affordable to build a garage that is attached to your home versus a detached garage. These are all things you really have to take into consideration before you even start building that new garage.
